About You / What We Are Looking For
The City of Coquitlam is currently seeking a Digital Strategy Architect to help shape and implement innovative digital initiatives to enhance the City’s presence and engage our local community! In this exciting and brand new role to the City, you can look forward to collaborating with internal clients to understand their system requirements, identifying various data, hardware, or software components to meet end user needs and select appropriate design solutions to ensure the compatibility of system components. You will also be responsible for advising on project and network system design elements. As the Digital Strategy Architect, you will ensure the City’s digital infrastructure and assets are designed to support user needs, while factoring in digital security, as well as operational and financial optimization on behalf of the City.
 
Other primary responsibilities of this position include:

  • Evaluating existing systems and considering current or emerging technologies to determine effectiveness, and suggesting changes to meet organizational requirements;
  • Defining and assessing objectives, scope, issues, or organizational impact of information systems;
  • Advising on the design and roadmap for cybersecurity posture, considering industry best practices and existing threats;
  • Verifying stability, interoperability, portability, security, or scalability of system architecture;
  • Developing network system and data architecture, system integration, or distributed system architectures;
  • Documenting design specifications, installation instructions, and other system-related information;
  • Establishing functional or system standards to address operational requirements, quality requirements, and design constraints and effectively training system users in system operation or maintenance;
  • Completing models and simulations, using manual or automated tools, to analyze or predict system performance under different operating conditions;
  • Directing the analysis, development, and operation of existing digital infrastructure and assets; and
  • Leading, facilitating and interviewing internal staff, external partners and service providers to document understandings, gaps and pain points, educate on technical risks and impacts, as well as, obtaining approval for recommendations;

 
Minimum Qualifications

  • Bachelor’s degree in Computer Science, Information Technology, or a related field along with a minimum of 4 years related experience, paired with a strong understanding of digital architecture and infrastructure, or an equivalent combination of training and experience.
  • Excellent written and verbal communication skills required to provide updates on project status through presentations and reports;
  • Excellent interpersonal skills needed to collaborate with various internal and external stakeholders;
  • Strong problem-solving skills and the ability to think strategically.

 
Preferred Qualifications

  • A certificate in system, hardware or enterprise architecture would be a preferred asset, such as CISO or other related security certifications
  • Strong knowledge of current and emerging system architecture technologies
  • Ability to perform security threat and risk assessments, security incident analyses and develop system architectures
  • Proficiency in documenting design specifications and installation instructions
  • Ability to evaluate systems’ architecture and suggest changes
  • Knowledge of establishing functional and system standards
  • Ability to complete or support models and simulations to predict system performance
  • Ability to direct the analysis, development, and operation of existing digital infrastructure and assets
  • Ability to train technical resources in system operation or maintenance

 
What We Offer:
This excluded position has an annual salary range of $109,539 - $123,217 (2024 rates). The rate of pay is based on a variety of factors including qualifications, knowledge, experience and skills.
